If you had $4000 of income you received in 2019 as an independent contractor or on a W-2 that income has to be on your 2019 tax return. You cannot add it to your 2020 income. If you did not include it on the 2019 tax return you filed, you need to amend your 2019 return.

2019 income must be reported on a 2019 tax return and 2020 income is reported on a 2020 tax return. Depending on how you earned the $4000 in 2019, you might not be required to file at all, but you can't combine income from different years, and certainly you can't combine your income to make it look like you qualify for some other benefit.
