I didn't receive my 1099R, can I just do an estimate on my income tax?

No do not do an estimate. The IRS will get a copy of your 1099-R and your estimates may not agree with what the IRS has and cause processing problems with your return. Contact your financial institution to get another copy. Most financial institutions have them available on line in your account.
