I created a donor advised fund in 2016, but did not fund it until 2017 can I deduct this amount as though I made it in 2016?

the money was sent using a wire transfer in 2016, but the money wasn't received until 2017

Sorry, but you cannot.  Charitable contributions are only deductible in the year paid.

Does your bank statement show the money withdrawal having left your account in 2016?

Then you only have a 2017 contribution. Even if the money did leave in 2016, it would be questionable.
