If I still need to open sep ira to make contribution do I ask for extension?

To be able to make a SEP contribution for 2016 after today, you must request a filing extension before the end of today.  You'll then have until October 16, 2017 to complete the contribution and then file your tax return.

I'm also assuming that you are self-employed and that your regular filing deadline is the end of today, April 18, 2017.
