I am needing to know how to answer a question regarding my 1099-G

on my 1099-G form It shows $0.00 in box 1. unemployment compensation and 517.00 in box 2. State or local income tax refunds credits or offsets with box 3 showing Box 2 amount for tax year 2015. I'm not sure if I need to answer yes or no when it asks if I repaid.

Please select No to the repayment question. Box 3 simply indicates that box 2 refund was for 2015 tax year.
