I am confused when entering state refund under income. It will only allow for 2021 or earlier. Also what goes under "total of all of your payments and withholding"

The question is did you receive a state refund for 2022 (i.e., the current tax year)? If you did, it was a refund from a prior year, so TurboTax wants to know from which year, which by definition is 2021 or earlier.

As for the answer to your second question about total of payments, click on the link below it, "What does this include?"
