I am a retired NYs employee, I am exempt from NYS taxes, as shown on my 1099-R, line 14. How do I reflect that on my Federal return so State tax does not compute?

You don’t change anything on your federal return.  When you enter the state return, TurboTax will see the 1099-R and ask you what kind of retiree you are.
