You cannot enter your 1099R by snapping a photo of it. You can either import it from the financial institution that issued it, or key it in yourself.

Go to Federal> Wages and Income>Retirement Plans and Social Security>IRA 401 k) Pension Plan Withdrawals to enter your 1099R.
