How do deferred taxes from form W2 box 12 get paid? Example codes M and N for retired employee life insurance. Who pays and how?

You pay.

The amounts for codes M and N will appear on line 8c on Schedule 2 (1040), listed as "UT" (unpaid taxes).

This amount will carry to line 23 on your 1040 and be added to your total tax.
