You need to contact State Street Retirement Services or your former employer to get a copy of your 1099-R form.

I still have not received my 1099. According to the company they said they were mailed out on February 10. When will I receive my 1099?

No one would know that except the company who sent it and the post office.  What kind of 1099?  Maybe you can log into your account with them and download the 1099 pdf.
