No, the Prior Year Federal Tax question is not asking how much tax was withheld last year.  This question is asking what your "Federal Tax Liability" was for the Prior Year.  

Your "Federal Tax Liability" amount is found on your Prior Year Form 1040 (line 63), Form 1040A (line 39), or Form 1040EZ (line 12).
