An IRA is not considered a survivor benefit.

If this is an inherited IRA with a distribution code of 4 in box 7, this is not a survivor benefits.

That is when one spouse was getting monthly payments from a pension and then after they pass away the surving spouse gets a monthly check (generally for a smaller amount).
