Not everyone is required to attach the 1099R form to tax returns. Look at the1099R and determine if any taxes were withheld (Federal or State). If none were, there is no requirement to attach it to the form. If taxes were withheld, you will need to attach it with your tax documents.
How do I attach form 1099 R and 1099B using Deluxe and filing electronically?
You can send the Form 1099-B using the information below after your return has been accepted through e-file (within three days after acceptance). Include Form 8949, if present, otherwise just attach the 1099-B.
Mail your statements along with Form 8453 to:

Receipt and Control Branch
Austin, TX 73344-0254
If you need a blank Form 8453, you can download this pdf, enter your address information and check the box for Form 8949 (this form is really just a cover sheet)
The Form 1099-R is not required to be mailed to the IRS if you e-file. If your state requires it to be mailed after e-file, then you can update or review your instructions from TurboTax.

Please clarify:
What state return do you need to attach Form 1099-R to?
Are you paper-filing, or electronically filing, your return?
Why do you believe you need to attach the form? There’s typically not a need to attach it to your state return, unless there’s state withholding on it. If you’re e-filing and there’s withholding, it’ll attach automatically.
