There are three places in the program to enter a 1099-G. Where you enter it, depends on why you received it.

To report a Form 1099-G you will have to upgrade to the Deluxe edition.  The Free edition only supports IRS Forms 1040A/1040EZ.  The tax data from a Form 1099-G can only be entered on a Form 1040 supported by the Deluxe edition or higher.
