Do I enter the gross distribution from my 1099-R from 2019 when asked to enter distributions received from retirement plans in the following years?

No, if this is for the Credit for Qualified Retirement Savings Contributions you have to enter retirement distributions for 2016,2017 and 2018.  TurboTax will enter the 2019 1099-R.
