I am self employee and bought traditional IRA in 2023, when doing tax return, TT shows I am covered by a retirement plan at work. I could not find the selection of "NO" for 'do you have retirement plan coverage' under 'deductions&credits- retirement and investments'

Please clarify. Did you also have a job and received a form W-2 for 2023?
my husband has W2. I only have 1099 and no SEP but only bought traditional IRA.
I assume that you are filing Married filing jointly.
In TurboTax, there's no question asking whether you're covered or not by a retirement at work. This is determined by whether on form W-2 box 13 is checked or not. If checked, the person is covered. So your husband may be covered or not covered. You aren't covered.
This IRS document shows whether you are eligible for a deductible IRA contribution depending on your joint modified AGI.
