My income is quite low and I am manually inputting my 1099r information. Can I skip Box 12 if it is blank on my 1099r, that is, no code or amount is listed?

How do I change the amount of overpayment credit from the prior year's return? It was wrong (too much) in the original, and TT is carrying over the wrong amount.
