Can I not fund a Roth when I stated I would for 2016

In general,  no amendment is needed for deciding not to fund a Roth IRA. There is no deduction, thus no entry for a Roth contribution.

Note: If you too the Retirement Savings Contribution Credit based on your intended Roth IRA contribution, then you would need to amend your return.
