Following up on the comments from @DavidD66, here is a link to a TurboTax article which also shows how you can efile a 1099 to an independent contractor. The article does mention that you can only do this in certain TurboTax products such as TurboTax Self-Employed or TurboTax Business.

I see conflicting information within Turbo Tax regarding the electronic filing of the 1096 form. How do I CONFIRM my 1096 form has been sent to the IRS? I've seen a mention of "Quick Employer Forms" e-filing to the IRS and that we don't need to file the 1096 by mail because it would be duplicative. However, in other Q&A it refers to mailing the form to the IRS. Furthermore, when I am logged into Turbo Tax/Quick Employer Forms, it shows that I've e-filed my 1099s to the IRS, but it refers to the 1096 form as a "State" form and doesn't indicate that it's been e-filed. My understanding is that the 1096 is a Federal IRS form and my state doesn't need to receive it. Is there a way within Turbo Tax to confirm that the 1099 and 1096 forms were sent to the IRS electronically and if the IRS received them? If not, there should be.
Logging in to Quick Employer Forms and seeing that you've e-filed your 1099s is how you confirm that they have been sent. I am not aware of any other way. The 1096 would not have been sent to the IRS. It is not included when filing electronically. If you print and mail your 1099s to the IRS, Form 1096 is required to be sent with the forms. When mailing, that 1096 must be printed on a special form with red magnetic ink. The information on the 1096 is part of the electronic submission when done online. It does not require an form.
