If you are referring to Form 8606 for the traditional IRA basis you should only delete it if you have verified that you don't need to file Form 8606. Please see Who Must File Form 8606 for details.

An explanation is required if you modified the basis information that was carried forward from your previously filed Form 8606. You must fill in the blank for to provide this explanation.

TurboTax automatically requires you to provide this explanation when you modify the basis amount transferred in from the previous year's TurboTax file.
