Can I deduct the contributions to an employee-based ORP retirement account?

My employer uses Fidelity Investments, and I have and ORP Blended Investment TRP Retirement 2060 account.

No the contributions are already tax deferred because they are taken from your wages by your employer. Only traditional IRAs are deductible for most taxpayers.
