Washington state does not have a personal income tax, so there would not be any state income taxes withheld on income earned in Washington state.
Turbo Tax included the Family Leave Taxes paid to Oregon in my "Taxes Withheld" entry.
WA has a new Family Leave Tax in 2023 that I paid as a resident of WA. I would like to include that if it is legal to do so. I assume it is legal if Turbo Tax included the Oregon Family leave tax in the sum.
Washington should be on the drop-down although you need to scroll the drop-down list to find it.
If you can't find it on the screen you are on to enter the tax form, go to:

Other Income Taxes
Start (or Update)
Withholding not already entered on a W-2 or 1099

I'm using Turbo Tax Premier. WA is not included in the drop down menu. How do I add it?

Washington state does not have a personal income tax so leave boxes 15 thru 17 blank on the W-2 you are entering.
Eight states — AK, FL, NV, SD, TN, TX, WA, and WY — levy no state income tax. NH does not tax wages. Leave boxes 15 thru 20 blank (empty) on the TurboTax W-2.
