Block 14 Form 1099-R

Filing New York State return.  During smart scan Turbox tax flags my state tax withheld in block 14 of my Defense Finance and Nationwide State Tax 1099-R.  It will not let me continue to file my taxes.  I in fact had state tax withheld.  How do I get past this?  The tax withheld is well below the parameters.

NY is particularly picky about having a box 16 value in it ...even if it is empty on many/most 1099-R forms.

There is some conflict as to whether it should be the box 1 value, or the box 2a value, (if box 2a has an actual value in it. ( (((Of course, if they are the same number...it doesn't matter))))

I think it should be the box 2a value, if it's somewhat lower that box 1 (but Not if blank or marked "undetermined" in 2b).
