I have beneficiary IRA. Do I need to file a tax return for my deceased mother or do I include the RMD on my personal tax return?

Distributions paid to you as beneficiary are income to you, not to your mother. A Form 1099-R for a distribution paid to you as beneficiary should have your Social Security number and is reportable on your own tax return. Only if the RMD was paid to your mother in 2022 before she died would it go on your mother's 2022 (final) tax return.
