If you had a basis reported on a previous filed Form 8606 line 14 that was still in the Traditional IRA during 2024 then you will say "Yes" to "Any nondeductible Contributions to your IRA?". If you don't have a basis then answer "No".
Please note the message "Income Too High To Deduct an IRA Contribution" is fine and just means you had a retirement plan at work and an income level where your Traditional IRA contribution are automatically nondeductible. Therefore, you do not see the “Choose Not to Deduct IRA Contributions” screen. You correctly completed the step to make the Traditional IRA contribution nondeductible.
