Automatic tax deduction from social security check

My mom has been receiving SS since she became disabled in 2002 at age 50. 10% has always been deducted for taxes. My dad also receives SS. Their only income is SS. Is there a way to recover the 10% that has been taken from my moms check for years even though she doesn’t owe taxes?

If she did not file tax returns, she can still file for 2018, 2019, and 2020 and get the refund.  Anything older than that is forfeited if it was not claimed.

If she has been reporting her social security disability every year and her SSA 1099 forms, then she should have been putting in the tax withheld that is in box 6 of the forms. She would have received credit for the tax withheld on her return.

Both parents should ask the Social Security administration to stop withholding federal tax, so that they don't have to file a tax return every year just to get a refund.

Yes send in a new form to delete the withholding.  Check box #7 for No Withholding
