Are there problems e filing a new york return if you have a 1099r ?

in the state e filing questions i was asked to verify the state withholding in box 12a from form 1099r. i did, pressed continue, and was retuned to the question

Boxes 13 and 14 also need to be filled in if your Box 12 is.  See if any are missing.
