1099R box16 amount is zero. should I enter $0 I did have state tax withheld, but it's asking what is the state distribution for Oh. form is blank

Just need to understand what should be entered, can finalize my taxes

If you have withholding in box 14 then enter the same amount as in box 2a. If box 2a is blank use the amount from box 1.
