1099-R

My 1099-R (inherited IRA)does not have information in box 15; I can't move past this because I keep getting an error. I read a previous comment to enter the TIN, I tried that and it did not work. What do I do?

If there are not any state income taxes withheld in box 14 then leave boxes 14 thru 16 blank on the Form 1099-R.
