I withdrew from my 401K in 2020 and I input my 1099-R in my 2020 taxes and I chose to have the taxes split over 3 years. Now, Turbo tax is prompting me to put in a 1099-R for 2021. Do I enter the same 1099-R from 2020 again? I just want to pay the 1/3 that I have due in 2021 and I don't want it to be reported as if I took a second distribution.

No, you do Not enter the 2020 Form 1099-R on the 2021 tax return.
The Form 8915-F for reporting 1/3 of the distribution from 2020 is not yet available.
