My NYS 1099-R has an amount in Line 14 for State Tax Withheld but nothing listed in Lice 16, State Distribution. Do I use the Line 2a taxable amount (federal), or do I need to request a corrected form? Turbo Tax check says I need to put an amount in Line 16. I don't want to send in something that is different than the form the company sent to the IRS and NYS tax department.

Enter the amount from box 1 into box 16. The state distribution amount does not flow to the state tax return.
The 1099-R form is filed with the NYS tax form. If I enter a number in Line 16 that doesn't exist on the actual form, then there is a discrepancy between the form received from the paying institution and the government copy the program sends, There is a problem with the Turbo Tax program because the error reads that line 14 cannot exceed Line 1 or Line 14. Line 1 has a number greater than line 14, the review is not catching the OR. I should not have to enter a number that is not listed in the box on the original form. I have looked at past years where the amount wasn't listed in line 16, and there was never a problem with the review and the return was sent in with no problem.
If your 1099-R shows an amount for 'State Tax Withheld' in Box 14, it needs to relate to an amount of Income in Box 16. If the Payor does not fill in the amount there, it's their error. Usually it's the same amount as Box 1, so they may feel it's redundant to print on the form.
In the past, if you had an amount in Box 14 and nothing in Box 16, you would have received an error, so you may have entered it in TurboTax, even if it wasn't on your original form.
