1099 R incorrect error message. Box 14A NY state withholding cannot be greater than Gross distribution. It's stopping me from efiling. box 1 and 2a are greater

If you have withholding in box 14 then enter the same amount from box 2a into box 16. If box 2a is blank use the amount from box 1.
