What is my state of residence? Husband is active duty military. Home of record is Texas. We PCS'd to Georgia in 2016. He did not receive any civilian wages, but I did.

Our drivers licenses, voter registration and vehicle registrations are all in Texas. I earned civilian pay while living in Georgia, but the company I work for is not located in Georgia. I work remotely from my home. Do I need to file a Georgia state return?

No, you will not need to file a return for Georgia.  You and your husband continue to be Texas residents and, since Texas has no state tax, do not file a state return  (If Georgia tax was withheld from your job, you would file Georgia to get those taxes back).  See the following FAQ (especially the Joe and Mary example):  https://ttlc.intuit.com/replies/3302300

Make sure of the following entries in TurboTax:

In the Personal Info Tab.  Answer “no” to the question “Did you live in another state besides Texas” and “no” to the question “Did you earn money in another state besides Texas?”

Next, double-check your entries for your W-2 (screenshot at end of answer):

1.                 Sign in to TurboTax Online, click take me to my return, then pick up where I left off.

2.                 Click on Wages and Income, then Edit on your W-2

3.                 Scroll through the screens until Do any of these uncommon situations apply?  Make sure the Active Military Box is checked.  (Screenshot below)
