If I received a bonus for enlisting in the military in 2018 but did not receive that money until 2019 can I still subtract that amount on my Kansas taxable income?

No. If you didn't actually receive the money until 2019, you'll need to wait until you file your 2019 return.

Even though I won't be filling Kansas next year? My State of residence has changed.
