Is a military 1099-R a Non-qualified plan

Turbotax requires me to select Qualified plan or Non-qualified plan before I can continue and I don't think it's either. Help

@ewalthall It's considered non-qualified

...My desktop software page where it asks about it even specifies that USA Military pensions are non-qualified.
