my husband is a cilivian, and i am in the military. Does he put all of his wages as eligble for excluions in the Nonresident Military Spouse Income Exclusion part of state tax return.

Yes, it is excludable. Your husband will want to inform his employer that he is a Texas resident and not subject to Hawaii tax. But this means that he can use that form to exclude his income, and the Hawaii tax that was withheld last year should be refunded to you.
