my husband is a cilivian, and i am in the military. Does he put all of his wages as eligble for excluions in the Nonresident Military Spouse Income Exclusion part of state tax return.

You are talking about a HI return, then.  Did he have taxes taken out of a job in Hawaii by Hawaii?

Yes, Yes he did I believe. HI SDI Tax is on his HI W-2 on box 14

Yes, it is excludable.  Your husband will want to inform his employer that he is a Texas resident and not subject to Hawaii tax.  But this means that he can use that form to exclude his income, and the Hawaii tax that was withheld last year should be refunded to you.
