Daughter in the Navy in Virgina. alifornia Franchise Tax Board sent form FTB 5820 for Tax Year 2017 for Tax and penalty.

My Daughter enlisted in the Navy in 2015 and has not lived in California since then. The California Franchise Tax Board sent her a letter at our address in California. It has a Form FTB 5820 (NEW) stating that she owes tax and penalty for the year 2017. She has not worked in California or have bank accounts here. How do we fix this?

Have her contact the FTB and explain this   OR  respond to the notice with copies of her orders to refute the residency issue.
