No, VA benefits are not taxable income and cannot be entered as such.  There are some sections that might actually request the entry of nontaxable income, such as the calculation of the sales tax deduction.  There may also be state programs that will request the entry of nontaxable income for things such as a credit dependent on household income.

If nontaxable benefits are your only income and you are not filing married joint, there would be no need to and no benefit from filing a tax return.  You cannot e-file a return with no taxable income.
