Active duty state tax WV

I am active duty army and am stationed in Korea, I am trying to file WV state taxes and it will not let me select special non-resident status. Why is this? Thanks

The Special Nonresident return is only for residents of Kentucky, Maryland, Ohio, Pennsylvania, or Virginia who meet certain qualifications.

As a military member if you did not spend more than 30 days in WV, then you are not a resident and not subject to WV income tax on any military income. You will file a regular nonresident return.
