Can I and if so where do I claim the price that I paid for a used vehicle for the my rental property?

You wouldn't claim the price of the vehicle in one year.  When you enter your rental information into TurboTax, the last section is for Vehicle Expenses where you can take the standard mileage rate or actual vehicle expenses required to manage the rental property.
