Should I declare my gains on the market if they were less than $10? I started late Q4.

I started on investments on december, my very first and earned like $2 on dividens (i didn't put much money either since i'm on the learning curve still).

Yes. If you receive a 1099-DIV then it should be reported (no matter the amount).
