RSU shares traded/withheld for taxes but no 1099-B issued

Is your employer granting you RSU's, or restricted stock awards? Similar names, but two entirely different things. Restricted stock transfers shares to the recipient at grant. This TurboTax help article explains the difference:

Alarmed by the IRS for unpaid income tax for the one year I filed my taxes with TurboTax. Has anyone had this issue? Ever since, I got an accountant and no issues.
