I have a property manager for my rental in Tx. He receives commission every month and he manages other properties that are not mine. Do I need to provide a 1099-MISC for his commission?

It depends.

If you are treating your rental property as a trade or business and getting the Qualified Business Deduction on your tax return,then it would be better to issue the 1099-Misc. form.
