Unable to efile state return due to form IL-4644

I'm showing that I'm unable to e-file my Illinois return due to form IL-4644.  Why is that?  I had form IL-4644 last year and had no issues e-filing.  Did this change this year or is there an issue with Turbotax?

Did you ever get an answer to this?  Same issue here.  No problems last year with IL-4644 and RSU sales, but now unable to e-file.
