In 2019 I made income from a company called peerspace a platform that lets you rent your space, but they did not send me a 1099. Should I report under 1099 or rental?

It depends.  You should check with Peerspace and verify that a 1099 was not issued.  If one was issued, request a copy and report it on your return accordingly.

If no 1099 was issued, consider it as rental income.

I asked them and they said that they were not doing 1099s this year. So if it's considered rental how would I follow the 14 day rule? They are not rentals like airbnb, they are not over night but instead by the hour. Would I just add up the hours?

It was a pretty signifigant amount of my income in 2019, $21,970

Yes, using the hours to allocate the amount of usage would be the best way to allocate expenses to the space, if that is how you rent it (by the hour.)

You need to recognize all of the income received and then allocate the expenses based on the above usage calculation.

I think it would be impossible to calculate because there are also service fees and add on fees for each booking. All I can provide is how much I made and how many bookings I had.

The fees you pay are your expenses, assuming they have not already been subtracted previously.
