I manage my own condo, which I rent out as I live elsewhere. Does that qualify me as a self-employed business?

No - you are only passively managing the rental of a condo. It is not your full time job!

You would not want to pay Medicare and Social Security tax of an additional 15.3% either. No, it is just a rental.
