I have a rental property managed by a Property Management Company that collects rent, and arranges for maintenance and repairs. Do I need to issue a 1099-MISC?

The property management company provided a 1099-MISC form with the company listed as Payer.  I was listed as recipient.

No, the management company issues the 1099's ; in their detail annual report to you the summary of your rental income and expenses and what they paid should be listed for your input into the Schedule E rental section.
