No, you have to upgrade to Premier because it is rental property. The income and expenses are reported on Schedule E.
We have rental property in another country as well. The first year we had the rental property, I used TurboTax Premier. I then compared to Deluxe the following year and found that it seemed to cover everything that Premier had that's needed to complete Schedule E. So I've just been using Deluxe since then.
Deluxe will work if you are using the desktop software, but if you are using TurboTax Online, you have to use Premier, as you will not have access to the Schedule E.
