If you have not e-filed your taxes, here are the steps:

• After sign into your account, select Pick up where you left off
• At the right upper corner, in the search box, type in schedule e and Enter 
• Select Jump to schedule e
• On the next screen, Did you have any rental or royalty income and expenses in 2019 for the property you own?  Follow prompts
• On-screen, Rental and Royalty Summary, Edit the existing rental you have already entered.
• Follow the prompts,  
• On the screen, Your Rental Summary, under Expenses, select Start 
• Follow the prompts to complete.

what if you have turbo tax deluxe, where would you report HOA expenses on rental?

Are you asking about the online Deluxe or CD/download? You can't enter rentals in online Deluxe. You must upgrade to Premier to get Schedule E.

Use the directions in TurboTaxLina's answer. You can continue on through expenses until you come near the end where it asks for Any Other Expenses.
