I just finished the basement for my rental property. If I depreciate the basement at 27.5 years, but add the furniture, appliances and carpet as a separate asset to depreciate at 5 years, can I do this myself without formal cost segregation study?

You do not need a formal cost segregation study to depreciate your furniture and basement.  You can list them all as separate assets using what you actually paid for them.

When you enter the items in TurboTax, it will ask you what they are and then it will give you the correct depreciation or for the appliances and furniture, possibly offer you section 179 deduction.
